The Raikage and some of the characters you mentioned can't consistently move at high speeds for the entirety of a battle. Granted some characters you mentioned will not fall victim to any of those techniques not all. Ei getting caught in genjutsu is proof of that.

But that's what I was implying when I mentioned in the midst of the battle and those techniques becoming more and more possible. It's not often the users of these techniques attempt to just one-shot their opponent. As I said, they happen in the midst of the battle and that's how these shinobi can get caught in the technique. Granted, it's not always possible that you get this opportunity. Sasuke has a higher chance of finishing an opponent before falling victim to these techniques but like I said, it's a possibility that becomes more probable as a battle wears on. My only point is that these techniques are not completely useless against these characters.

Please read the whole comment. I said in the midst of the battle for a reason bruh. In a battle, Ei could be worried about one attack that could lead to an opening for genjutsu, Amatarasu, etc. It's how all shinobi usually fight, it's not often people go straight for the one-shot. Catching someone off-guard kind of an obvious tactic in a fight so it's always a possibility.
