3rd Raikage isn't as fast as some would believe. Dodai easily out sped the guy on multiple occasions, than again is Dodai > Kakuzu in speed? Who knows. Overall I'm simply implying that Sandaime Raikage's speed is nothing impressive, maybe his reaction speed, but speed? Nah.
