1) Sasori didn't use Satetsu Tsunamis nor did he fly against Sakura and Chiyo.

2) Sasori didn't take them seriously until they destroyed Sandaime.

1. Probably he can't. The Satetsu is heavier than the normal sand, it isn't so easy to manipulate.
2. That's not true. Sasori wanted to kill them.
