Its actually Kakashi's too much chakra which allows him to use Sharingan much. Other non-uchihas couldn't maybe apart from Minato and Jiraiya. Kakashi is very intelligent like Tobirama, and has similar traits in him, he is also very fast.

Kakashi's father could be the son of Tobirama which is not known in manga yet though, but it is possible that Tobirama's wife who was a hatake gave her own title name (Hatake) to Sakumo rather than Senju.

Just like how Naruto was given title Uzumaki of her mom not his dad.
