I think Kakashi has shown that he was probably in top10 or top5 of the fastest ninja in NU. Maybe not on the level of Minato, Naruto or Raikage, but still.
On this pic for example, it's insane to see that he was able to avoid such a large scale of attack while he was fighting Hidan and only saw it at the last second.
And what is even impressiv is that direct after that, he came quickly far from where he was, to save Choji and Shikamaru when the 2 of them wasn't even capable to move:

Another parameter to show his speed is against Tailed beast. You all know how Naruto in KM is really fast, but even him had difficulties to keep up with a certain amount of Tailed Beast coming to crush him:
He was even about to be beaten by Tobi, but Kakashi and Gai with gate mode were able to come out from nowhere that quickly to save him without Tobi even knew:
Remember Gai is in gate mode, but he is able to keep up with him. You can even see it here again:
They are on par in their fight against Tailed beast and they even keep up with Tailed beast against even KM Naruto wasn't able to keep up at the start.
That shows that Kakashis speed is not that far from Naruto in KM. And during the fight, Kakashi only noticed the insane speed of Naruto when he went to Bijuu mode. Before that, they seemed even even in speed or not far from the other at least.
So i believe Kakashi is really insanly fast and probably one of the fastest ninja. What do you think? :noc:
