Kakashi was closer to Sakura than Sasuke and Naruto. Naruto said the arms was fast but he could have been talking about how it's too fast for something of that size and not that it's faster than they are. They were surprised attacked by the arms but that doesn't mean it's not faster than Sasuke's s/t jutsus and Naruto's foot speed.

It does seem fast. Either way I look at it Kakashi has a good speed feat and arguably so does Sakura, although she was farther away since she was on the ground. My only thing is, I haven't seen Sakura's distance in relationship to anyone's in a while. Also kamui may have been used to get to her, but that still would mean kamui (double kamui) is faster than Sasuke's S/T technique. Possibly Sasuke was out of range also.
