last time he fought kakashi he lost an arm (i think?? its been a while)

im guessing he doesnt wanna risk injury in a fight to gain a sharingan that only possesses a S/T jutsu thats not even as good as the ones he already possesses.

Nope, Tobi lost an arm to the Aburame guy who worked for Danzou. Kakashi never actually fought Tobi before the current battle - he aimed a Kamui at him once, Tobi basically said "don't bother, that won't work" and for some reason Kakashi believed him and didn't bother with the Kamui. I guess he could just tell that Tobi was telling the truth.

I think the only reason Tobi hasn't stolen Kakashi's sharingan is that he hasn't had a good opportunity - Tobi has only ever run into Kakashi on Kakashi's terms, not as a result of his own planning. He's too cautious to attack someone as powerful as Kakashi on the spur of the moment, without planning, when Kakashi is with powerful allies.
I take Tobi's statement at the end of this manga page to mean, "I will kill you eventually, Kakashi, when it is convenient for me to do so."
