You mean possessing Hagoromo's chakra? That is likely the the result of combining Uchiha and Senju cells together, which makes Hagoromo's chakra.
Having Senju cells seems to replace the need for EMS too, especially seeing as how Obito never lost his vision in his right eye in about 15 years. Makes sense, since Senju cells also sped up Koto Amatsukami's recharge time.

Sasuke is an Uchiha. Give Obito's eyes to Sasuke or Itachi or Madara or any other Uchiha and he would have been able to use Intangibility with one eye. It took Sage chakra and double Kamui to make Kakahi exhibit that feat. Kakashi is a prime example of how Uchiha blood and DNA is vital for optimum efficiency.
