Having the ability to control chakra very precisely, Kakashi directs a stream of Lightning Transformed chakra to his eye, thus greatly enhancing his optic nerve system. Making him perceive his environment and things that would normally be blindingly fast with perfection. This doujutsu is labeled as "S-Rank Forbidden", if Kakashi were to dispense the wrong amount of chakra to his eye, he could blind himself.

Oh, not bad. Reminds me of Ay's Lightning Armour that amplifies his reflexes, so i guess Kakashi would see the world through slow motion. Wonder what his eyes would look like.
