the flaw with it was at the high speed in which you move normal eyes cant properly take in all the information in time so if someone could keep up with your movement they could counter attack and you wouldnt be able to dodge it (basically his eyes couldnt keep up with his movement)

Because his sharingan can predict an opponents movement he knows how he will use it to prevent them from evading it.

The sharingan increases the persons perception on the world. Thing's will be "slower". Chidori needs the person to run at the enemy and stab them; this is not very effective and easily countered... So the chances of an actual counter (at close-range) is very likely so having the ability to see movements and in slow-motion is very handy to counteract any counter @_@

Raikiri is just a more concentrated version of chidori.well i always thought kakashi used Raikiri

Kakashi got slashed when he first used it.
Why?
Because his eyes weren't able to follow up anymore because he went too fast to be able to react to counter attacks.
With the sharingan he can predict the movements.

Kakashi's Sharingan does perfect his Chidori.
It perfects it because without the Sharingan the speed of the jutsu creates tunnel vision in which you can only see right in front of you and everything else is a blur except for the target.With the Sharingan he reduces the blur and is able to react to the opponents counterattack.
Without the Sharingan using the Chidori would be like driving a car 120mph and then a mother with a baby stroller comes into the middle of the street.You would see her but you would not have enough time to react and shes dead or your dead.
With the Sharingan its like driving 120mph and then the woman with the baby stroller comes into the middle of the street and you use your jumping power to teleport through her.

Kakashi is called Raikiri because it is rumored that it cut through a lightning bolt. Its the same attack but Kakashi uses the nickname were Sasuke use the original name.well i always thought kakashi used Raikiri

Wrong! Raikiri(Lightning Blade) is different from Chidori(One Thousand Birds) because The Lightning Cutter is an enhanced and concentrated form of the Chidori with the same effects and drawbacks. Because the Chidori is already powerful on its own, the Lightning Cutter requires better chakra control, which is exemplified in its appearance.
