Low Kage level....
It's the sharingan that unwantedly depletes his chakra almost to 50%...
P.S.
I never see him exhausted w/o sharingan usage and the times when he fainted or almost died of chakra depletion is when he is using MS which takes around 75% of his chakra initially...

He doesn't have any problem with chakra just that 'The Sharingan' puts an additional stress and chakra leakage on his body...

oh ok I thought you were talking about his ninja tools and I was like if they were low couldn't he just buy more...

I have to agree with another poster though Kakashi would have more chakra if not for the Sharingan he has.

Being A Jonin and Chakra level are two different thing,being a Jonin docent increase your chakra level it only says you have better control of you'r Chakra, You can put it to better use. A Genin can have more chakra than a Jonin, just not the experience to use it to its max. You are born with a certain amount of chakra level, you can increase it to a point, but each persons level is different.
