Kakashi's and Raikage's speed

I want to ask you that is Kakashi with Raikiri on the same level speed as Raikage.
Or can you compare Kakashi's speed with Raikiri with anyone else?..

no kakashi's speed isnt at the raikages level , the raikage is said to be the fastest besides the 4th hokage and naruto

No, the user has to run at maximum speed in order to maximise the thrust power, the jutsu does not give you speed, Guy explained this in the chuunin exams.
