The way both Obito and Kakashi approached each other in the bottom panel can be interpreted in two ways:

Kakashi's view: From what he said in this page:

You must be registered for see images

It seemed like he thought Obito was still changeable and he was going to take another crack at TNJing him to the good side.



Obito's view however: He said this before approaching Kakashi:

You must be registered for see images

Which makes me believe that he wants his other eye. And as said by zetsu:

You must be registered for see images

He intends to get his other eye before becoming the juubi's jinchuriki to unlock some unknown power! (probably sage's rinnegan)
