He was able to do good Chidori/Raikiri back then. He dosen't nneed Sharingan to do Raikiri. Also giving him 1/10 strength w/o the Sharingn is unfair. You seen him fight without the Sharingan right? He became Jounin at the age of 13.

No, it was stated that w/o sharingan his Chidori/Raikiri has one fatal flaw, it is way too easy to counter due to the speed

true, but without the sharingan he won't be able to see any counter attacks which leaves him open, so his defense is a lot lower now
