I believe not. Kakashi has always been a top/Elite ninja.

So will his open eye socket be a place for a power-up?

I don't believe it will be the case yet. YET.

Since Kishi, as we all know, is ending one of our favorite series soon.

So will this be the opening for him to pull a "Dragonball" and boost the "power levels" of his characters.

And this will be the opening for Kakashi to get a power up.

(I hope for double Obito eyes, complete Kamui. <3 )

For double Kamui , he had not that much Chakra for it.
But he will get , Obitos other Kamui Skill ^^ than only FTG users will be able to hit him hell yeah

Thing is, people seem to forget that just because Kakashi doesn't have Sharingan doesn't mean he can't use the jutsu he's learned. Sharingan only enabled him to learn the hand seals for the jutsu, but he needed the chakra natures to perform all of those jutsu to begin with. Technically, this is only stripping Kamui and sensory skills from him. Hopefully he gets something back from this, though.
