Rin expressed her love <3 to Kakashi but he declined because he thought that he was not worthy to be loved by her after about having to leave her behind and go on with the mission.
Also, he was still 13 at that time and was more concerned about sticking to the rules as the effect of his father's tragic ending so, love was probably out of his vocabulary yet.
