I know I'm gonna get a lot of crap for this, but Lee and Sasuke are very balanced. Lee has no ninjustu skill and has to risk his life even approaching his opponents since the majority of them have long ranged attacks that can stop him dead in his tracks. The good thing about it is he's fast as hell and can't be caught.

Sasuke is also very balanced. His Amaterasu is easily dodged, he's a beast in taijutsu, is smart and has fairly powerful long ranged attacks, as well as close range. Not like be can keep his Susanoo up for hours anyway.

Aye gets an honorable mention.

I'm gonna have to say no on lee purely because of his lack for anything other than taijutsu.
sasuke is well balanced but rarely show himself being balanced
and Ay is purely a nin-taijutsu specialist
