To protect people, yes Tsunade is better, but we are talking here about fighting abilities. Tsunade is the best in the world in healing techniques. Even Madara won't help enough to protect villagers like Tsunade

Forgetting he has his ninkens to sense ennemy even by far distance?? He was only playing with Zabuza at that time, he said that himself. When he wanted to finish cuz Naruto was in rampage, he used his ninkens to deal with Zabuza quickly
