If you're not an Uchiha you can't have two Sharigan and live to tell about it,Kakashi can't deactivate the one He has,He must keep it covered when not in use or suffer chakra depletion and die. Would you have Kakashi blindfolded for life and walk to a battle field by someone and only be unfolded in battle? And if it's a long battle see Him die from using too much chakra? Not practical,The Same goes for the Hyuga Eye.
