Have you guys forgotten the Kakashi Chronicles? Without Sharingan his chances of hitting his target is slim. That is why Minato said that justu wasn't made for him.When he acquired Sharingan, it enabled him to keep up with his target while he was moving at the speed he was going.

And I'm not sure don't you have to have sharingan active to use the other jutsus that you copied?

the reason why minato said it was incomplete was after he thrusts his hand at someone with raikiri, he can't successfully predict his opponents counter because of how fast he's going

Kakashi can still use his abilities I'm sure he's used them with his headband still covering.his eye
