i'd actually say neji, his rotation would be able to stop a lot of kakashi's jutsu's and at the same as it using chakra though he has a lot higher chakra reserve than kakashi.

especially if he is able to make it a close range fight, gentle fist would destroy kakashi.

kakashi also isn't a long range fighter, so he would need to resort to mid or close range, which, neji would be able to take advantage of his sky palm etc.

its like saying without kunai and his FTG seal minato won't be able to use his FTG LOL that pill is chouji drug its have the same use like ninja tool, and neji don't kill kidoumaru easily if kidoumaru want to kill neji fast he would have snipe neji all the time instead he chose to prolong the battle and torture neji which lead to his defeat
