I'd say Kakashi but we haven't seen much of Mangestu.

Because Kakashi possess raiton, Mangetsu is at a distinct disadvantage. Any of Kakashi's lightning techs will completely numb Mangetsu's body, and render him paralyzed. Unfortunately Mangetsu lacks the proper speed feats to dodge either Chidori, Raijū Hashiri, or Lightning Transmission. Also, Kakashi can swap out with a lighting clone at any time, which Mangetsu has no knowledge of. It only takes a matter of minutes for Kakashi to devise a plan and utilize his elemental advantage. Mangetsu requires additional feats for this to even be a match.
