Logically this fan made kakashi has a great chance to seal her
Manga DMS kakashi with some rikudo's chakrs was able to blitze her and cut her shoulder ,so I think this fan made kakashi with all rikudo's chakra and the seals ( read the conditions) is supposed to be even faster ,he can blitze her like he did in the manga and touch her instead of attacking with raiki

Sure he can dodge around 4-5 ash bones with kumai before his temporary powers disappear and he takes the ash bone. Kagaya can easily send him to the ice dimension where he will be forced to either take the ash bone or kamui out wasting his kumai usage up; at this point Kagaya can rinse and repeat until he runs out of time.
