I don't think Kakashi surpasses Itachi in any real area of being a ninja. Itachi is better at taijutsu, genjutsu, and ninjutsu execution, and katons are better than raitons for ninja without exceptional defenses, because katons cover a much larger area while raitons focus on piercing through jutsu defenses (Kakashi has none, nor does Itachi with restrictions.)

Kakashi kept up with Itachi when he said Itachi was holding back (part I) and when he said Itachi was clearly stalling in part II, not to mention Itachi was only at 30%, and said that his strength and not just his jutsu pool were proportional to that, which we know is the case with clones in general...

So there really isn't an argument for Kakashi going toe to toe with Itachi in these fields.

WUT? katon > raiton ? kakashi dodged katon + futon atacks and you think just katon would be a problem for him? the speed kakashi gets when he is using chidori is very high, kakashi wins high diff

You're comparing Kakuzu and Itachi though..

Kakuzu's blast is stronger, but Itachi's faster at jutsu execution. (The seal hype.)

Hebi Sasuke didn't dodge the Katons, he blocked. Ditto for Killer Bee.

Kakashi dodged 30% Itachi's katon with a doton, but 100% Itachi is that much more dangerous.

Logically since Itachi has both eyes and is a real uchiha he should win this. However it could maybe go either way. What if Itachi uses genjutsu such as the one he used vs oro? Then he can cut kakashis head off?

kakashi wins this,kakashi found ways around itachis simple genjutsus ages ago, itachi honestly doesn't have a change of winning you should make it more interesting and take MS restrictions of that way kakashi wins but with a little bit of difficulty.

Since when does having less chakra affect your katon's speed?
In Kakashi VS Itachi fight in Part II, the only handicap of Itachi was having 30% of his chakra. His intelligence, speed and arsenal (apart from very taxing techniques, namely MS ones) was exactly the same. And Kakashi not only avoided the katon, but also used the opportunity to trick Itachi.

OP: I think Kakashi takes it high difficulty, but Itachi also has some chances of winning.

Itachi Highly relies on his Sharingan. Without his Sharingan he is barely even an A rank shinobi imo. However Kakashi has 1000 justu's that he has copied with his 3 tomoe and his raiton.

Kakshi, low diff.

And no, his speed was not the same. When clones have less chakra, they're weaker in many ways.

If speed depended on chakra, then Guy would be a slowbro. Your theory is simply wrong. Never once was it stated that chakra reserves influenced speed or jutsu execution in any way.

First, I believe there wasn't any mention of 50%. Second, Kakashi was right, since Itachi did not use MS, he WASN'T going all out. There is, however, no indication of Itachi holding back more than just not using MS.
Besides, the fact that Itachi had to resort to MS to defeat Kakashi (which was dangerous to him, as both he and Kisame knew) means he could not defeat Kakashi in base or it would take very long.

And he didn't even know about the Mangekyō, so Itachi was holding back much more than he thought.

Lol, of course he knew about MS. That's why he immediately recognized it when Itachi activated it and said "Can it be! You two, don't look into his eyes!" He knew very well what MS is and that Itachi possessed it. That's exactly the reason he said Itachi was holding back.

Basically, you're very wrong.

I see it the other way around.
