Kakashi has shown use of all five elements. Itachi has only shown the use of one. Without sharingan Itachis reaction speed wouldn't be the same. I'll have to go with Kakashi on this one.

The speed at which Chidori and Raikiri are used requires the use of the Sharingan to negate the susceptibility to counter-attack. Of course it still affects him.
