I think kakashi is at the very least even. Itachi's speed and handseals are better but kakashi ahs more elements and jutsu. kakashi has water release to counter his fire and earth release to counter itachi's water. I think itachi would win because he can cast genjutsu without the sharingan though. Still most likely even.
