So Mole jutsu + Raikiri combo (Raikiri being the stronger version) Would rape Gaara and all his sand in one move.

It means that the title of kage doesn't mean you're stronger. Was Deidara a kage? No.

Because he's the Kazekage,other general are all Jounin.It would be stupid to put a Jounin as Commander...It has nothing to do with power,Manga proved that a genin can beat a Kage...

Kakashi would be by far a better commander, he's smarter and more experienced.

I think not necessary more experienced, after all Kakashi is older and fought more battle, also kakashi been in previous war before. I think this is the first ninja war gaara is participating in.

in term of intelligence scale, I think they both pretty on par with the smartness.
