The 7th Gate is enough for Gai to avoid Kamui imo, as long as Gai doesn't approach Kakashi in a linear fashion; else he'd get Kamui'd like Sasukes arrows. Gai would have to use hit and run tactics and be unpredictable with his raw speed like what Rock Lee did to Gaara. 8th gate draws it. But I'd still give it to Kakashi more times then not though.

And he didn't use them to attack. It was to intimidate Gato's henchmen. Big difference between creating Kage Bunshin and using them to attack.

They are meant to be equals but I see guy being superior. First of all guy saved kakashi form Madaras attack which is faster than kamui and guy wasn't even in seventh gate. And guy has shown that he can hold gates from 1-6 for a long time so he can outclass kakashi and maybe dodge his kamui In his sixth gate and seventh gate would just murder kakashi.
