Gaara could potentially pull it off in the desert, though it'd still be extremely difficult for him. Anywhere else and I can't see him pulling it off. Kakashi's too fast, possesses two weaknesses to Gaara and his sand(suiton and the piercing abilities of raiton and raiton infused weapons), has the tactical intelligence to outsmart him. Then if absolutely necessary, there's kamui.

Just not a good matchup for Gaara.
