Every character is underrated and overrated by different groups of people with varying view points and preferences. Get over it.

I think he tends to be overrated in a sense that Kishi doesn't follow through on his rep, like having copied over 1,000 jutsu but only using like 5. And the fact his chakra is always a problem isnt because it sucks (Itachi, according to the data books, has less) but that he is constantly measured against characters such as Naruto, Bee, and Sasuke, which would make him underrated.

you may thought many people think that kakashi is weak, but this doesn't mean that they think kakashi is underrated. the only single reason why people think that kakashi is weak is because of his low chakra reserves. if he have a high reserve, he can be at the kage level at naruto's age. you're thinking too much and wanna defend kakashi.
