Depends on what sort of genius you mean. Intellectually, I think Orochimaru and Tobirama are the greatest geniuses. Strategically, Kakashi, Itachi, Shikaku, and Shikamaru.

Tobirama letting a jutsu like that exist isn't very smart.He may be a genius but that was a dumb moment on his part,like the suggestion of reviving Madara again.
