Read the manga. He is definatly strong enough too take on Kage level opponents, and win. He outsmarts Tsunade, and most other Kage. He is a genius. He would have been an excellent Hokage.

If he doesn't run out of chakra in the first few seconds then yes he would make a good hokage. He's low kage at best.

AT THE TIME Tsunade was appointed, kakashi was definitely not ready, by around pain arc when he was chosen he had improved alot if you ask me however i think he would do just as bad as Tsunade in the madara fight and the fact that he would probably have done poorly against the pain paths as well, so you can't say Kakashi > Tsunade as Hokage i'd say when would be pretty equal.
