Not even, just because other ninjas shown to be stronger doesn't mean Jounins are fodders. Calling elite ninjas fodders also downplays the level of stronger ninjas since their level will be seen as the level that others should be so it would be normal and they wouldn't be seen as strong just normal. Shikamaru as a Chunin beat a Kage level so are Kage level fodders if a Chunin can beat one? No. Chunins and Jounins are strong ninjas.

Dumb to call someone weaker a fodder when Naruto was weaker than the majority of people he beat so a fodder>high levels if that's the case.
