Kakashi Power Up: Now Kakashi use ST Ninjutsu like Tobi?

Okay, last time i check they both has same eye and same abilities. Kishi has along time didnt giving Kakashi any tpower up. So just a verdict, can Kakashi the next person who able to use Space Time Ninjutsu after 2nd Hokage, 4th Hokage and Tobi? :ice:
