Kakashi or Orochimaru in jutsu mastery?

Orochimaru's goal was to possess every technique if I'm not mistaken and was noted to have accumulated a great number of ninjutsu. With his Sharingan, Kakashi has supposedly copied over 1,000 techniques. My question is who has a larger arsenal, Kakashi or Orochimaru?

Orochimaru quite possibly has the largest Jutsu arsenal in the series. Big shame we're never going to see even a fraction of it.

It's about Jutsu mastery. They'll have that mastery forever whether or not they use the Jutsu.

He'll probably get another power-up. Maybe Kishi can finally shed some light on his family secrets.
