No he isn't. The only reason Kakashi was able to defeat Obito is that Obito couldn't use Kamui in that dimention. Many people can beat Obito given this restriction. Some of which are: Hashirama, Madara, Nagato, Naruto, Itachi, Sasuke, Tsunade, Raikage, Minato, Orochimaru, and Jiraiya.
