Who in the village was Kage level at that time?No one except maybe Danzo could be considered Kage level so they went for the Next best things.

Although I think that Kakashi is absolutely worthy of the title of Kage and is a such that level. There are things about kakashi that are not Kage level though.

1: Kakashi's stamina has been bashed about but let's look at the latest evidence. He is still going strong in the war and has fought & I can only assume beaten, many S-Class ninja. He is now fighting the Biju with Guy n Co and just used his shadow clone jutsu and then a lightning style chain. He has been fighting this whole time with the Sharingan active, so his stamina seems all too good, IMO.
2: Kakashi was elected for the title Hokage,twice.
3: Kakashi has awoken the Mangekyou Sharingan without even being of Uchiha decent.
4: Kakashi can use Rasengan, an S-class technique made by the 4th Hokage. He then infused the Rasengan with his own lightning Nature.
5: He is a bit lazy, his time-keeping sucks,he'd is quite immature and prefers to read sleezy books than do his work.

Other than number 5, I have listed many reasons why Kakashi is a suitable candidate for Kage. He is of course Kage level. But there are things about him that could be improved. Don't hate for no reason, make sure that if you have an opinion you can really back it up.

kakshi couldn`t beat pain no matter how many plans he have he would die after using kamui twice or at least at the third use just because his ms drains that much chakra and there would still be 3 paths left so just not...

Ever ninja has his/her own weakness. Saying Kakashi can't be a Kage b/c of his one flaw is crazy. If you placed him in with the present Kages he would be able to roll with them, he would easily be the most strategist one there and most likely be the smartest one.

-He may not be able to hit as hard as the 4th Raikage or have a Huge range like Gaara, Oonkoi or Mei. But he would be the brains of the group, setting up battle plans and being able to help each and everyone of them in any field.
-He would be the most rounded Kage since his sensei

well kage lvl fluctuates too much, Mei & Tsunade have talent but their offense is not that impressive.

Onoki has the diversity that can let you see he is powerful. Raikage is Raikage & Gaara can pretty much controls the field.

so kakashi IS kage lvl but definately not on the strong half. keep in mind he has not really defeated any akatsuki alone.

I'm not underrating Kakashi. He is a very strong ninja.

My Opinion: Kakashi is not at kage level. Is there any kage that cannot beat Kakashi? Gaara? I don't think so.
Remember what happened in these fights:

• Kakashi VS Deidara
• Kakashi VS Itachi
• Kakashi VS Pein
• Kakashi VS Zabuza

What do you think? I maybe wrong... maybe correct.​

Deidara, Itachi and Pain are all Kage level Ninja.

All current kages would have trouble Beating the Ninja on your list (apart from zabuza lol)

He can beat everyone from konaha other than Danzo, Naruto, Sasuke, Itachi, all the hokages, Madara and Shisui.
