My Opinion: Kakashi is not at kage level. Is there any kage that cannot beat Kakashi? Gaara? I don't think so.
Remember what happened in these fights:

• Kakashi VS Zabuza

Kakashi has no chance against them, I don't think he is Kage lvl too

His observing, strategy skills is also amazing. Not to mention his (non-jutsu) speed, taijutsu skills, many other jutsu, summoning.
