he is pretty useless without Obito sharingan

He was a jounin by the time he was what...11? He has natural talent. He was just famous for the use of the sharingan. Now, he doesn't have it anymore. I'd still put his power around the other Jounin. He was useless in the WAR because he lost the sharingan. But remember, they were all flying gods anyway. How can Kakashi compare to that?

He can no longer use Raikiri effectively. If you know anything of Kakashi's past, when he first created the jutsu Minato told him he shouldn't use it. (It was incomplete) Because it was so fast that not even the user could see the enemy's counter attack.

You can't without the Sharingan.

After sometime, perhaps by the time the movie comes out, he will have become truly high kage level, because he will have gotten used to a "sharingone" fighting style but he still wouldn't be able to utilize his Chidori/Raikiri properly.

Dont compare Kakashi to K11 fodders, not counting Naruto and Sasuke of course.

Yeah is he much weaker now but he is still dangerous for many Shinobi.
He became a Jounin at age 13.

He was more talented than Obito before he awakened the Sharingan, and of course before Madara trained him.

But i agree, Obitos Sharingan made Kakashi who he was and thats why people recognized him from everywhere around the world
