It seems like he didn't even knew he had MS at that time. It's the exact same thing that happened with Sasuke for example. He already awoke his Sharingan at 7, but couldn't awake it again until 13 or 14. Probably, Kakashi didn't even knew there was a upgrade form of 3tomoe sharingan since it's almost unknown apart from Uchihas. Kakashi didn't read the Uchiha tablett to actually even know

there are plenty of reasons why he didnt use it,
1. he could have blanked his mind from awakening it like sasuke did when he 1st awakened sharingan
2. he may have known he had but didnt feel like he had good control over it as he only started gaining ability in using it after the time skip this could due to lack of chakra which he had increased in part 2
3. itaichi and kisame was there so using ms if he could at that point would be reckless as he didnt have a lot of control over it then and if he did use it on itaichi it could of failed but lets say he did use it it would wipe him out way to fast and then kisame would have gotten him and vis-versa with kisame

kakashi is not a weakling he is kage level so if you class kage level as a weakling then what do you class the lower ranks

you cant compare kakashi to fight an akatsuki be himself. Akatsuki are very powerful there beyond Jonin level
beside those facts kakashi is fairly strong
