Kakashi did NOTHING as hokage.didnt stop kyuubi,didnt create the village or the police force,didnt fight orochimaru and twart his evil plans.hell even tsunade healed thousands against pain

He is also the weakest hokage to date by far.i consider hokage and kage lv to be separate power levels because the hokage are all stronger then normal kage.not kakashi though.

Kakashi power without sharingan is imo high jonin level.you can debate that maybe he's kage level,but not hokage level

Kakashi made jonin, as a kid, before he had the Sharingan. He definitely is Kage level with or without the Sharingan.

He modernized the village. Deny the facts if you want but he also was in charge of rebuilding the village after the war. So, yeah..he did absolutely nothing.

Hashirama - founded village with Madara
Tobirama - Made Edos (not helpful, the war happened because of them) Made Uchiha's not trust the village
Hiruzen - Fought Orochimaru and died trying to seal him. Staged the Uchiha massacre (he could have attempted to kill the Uchiha himself instead of making one of their own do so)
Minato - Saved village from Kurama and Obito. Almost single handedly ended the 3rd Shinobi World War
Tsunade - Healed during the Pain invasion, fought Madara during the war
Kakashi - Modernized the village (internet, advanced machinary was created under his leadership to build the skyscrapers)
Naruto - Hardly finishes his work or spend time with his family

Even then, he allowed konoha to make more technological advances. Not too shabby, plus most of his reign is undocumented. I don't know how far the sh nden goes but I doubt it's the whole span. Not saying he was the best, but he was far from a trash hokage

I read a little bit of the hiden novels and they referred to Kakashi as "Kakashi of the normal eyes" now. I thought it was a joke at first but maybe it was shade now that I think of it.
