Hiruzen with out the staff I think they are equal. Just my opinion it doesn't matter.

I disagree. Hiruzen mastered every jutsu in the hidden leaf. That's got to be more than 1000. The so called "God of the Shinobi">"The Copy Ninja".

hurizen would still have way way more chakra to use all those jutsu plus he had to learn them not just watch someone do it then be able to do it as well i like kakashi more but he isnt taking hurizen imo

Probably not. Hizuren in his prime was said to be so great or something. Plus hizuren chakra level is probably like three time higher or more.
