Nope, hashi didn't react to it with sage mode activated. Tobirama was able to react to a blitz from juubito, don't try to discredit this feat.

Also how about when tobirama FTG'd juubito's attack, placed it behind him, and FTG'd back. If I remember correctly sasuke, naruto, and minato did nothing during that situation and were sitting ducks. Please don't take away feats from characters.

As I said earlier, it is not very far-fetched to believe that minato and tobirama have around the same reaction time, if not Tobi's is better.

The side that Juubito placed the ball was the side Minato was missing the arm, so he couldn't react as fast as he normally would due to the fact that he couldn't grab it with the closer arm.

So as you can see in the scan he had to use the arm on the opposite side and fully cross it over to the other side to try and reach it. Problem is that his arm wasn't long enough, as you can see in the struggle in his face. You try and cross your arm over to the side the same way Minato is doing it and see how far your arm gets. If you do it too fast and forcefully you'll just dislocate your shoulder.

It's not that Minato couldn't react fast enough, because he did, it's just his body was not in the right condition to pull off such a feat, Tobirama's was.

As former student of Minato and seen the FTG, he knows the mechanics of FTG, meaning he is aware of the marks. So he will keep his distance away. In the end of the day, Kakashi has:

and everyone knows Kakashi has the weakest reserves of chakra - always so damned exhausted. Tobirama is able to summon ENORMOUS amounts of water where there is no water, that says a lot about his chakra capacity.

Tobirama had the more difficult situation at hand considering he had to go to minato.

Tobirama shippuden for the win. His best water release wasn't even bigger than what Kakashi has shown in this manga, let alone Kisame. It pales in comparison to the vortex Kakashi used against Zabuza for example

Just try and cross your arm over to the opposite side and see how fast you can do it. You can't without dislocating your shoulder. It wasn't even in Minato's reach.

Tobirama reached out in front of him and grabbed it, there was nothing restricting his arm or speed. Lets just say he shunshined to where Minato was and grabbed it, he didn't have the more difficult task. If Tobirama though Minato could have done it on his own then he wouldn't have jumped in. Can you not see by Minato's facial expression that his arm is struggling to reach it, just look at the position his arm is in. It's not that difficult to see.

Look at the size of Mei's jutsu compared to Madara's giant flame destroyer, and then she simultaneously uses water dragon jutsu. When Tobirama pulls off a feat like that then you can call him the best water user. And he can't summon anywhere near as much water as Kisame can.

That's because you arm cannot physically go beyond that point when you cross it over to the other side, just try it. Unless you are abnormally double jointed then no your arm cannot reach that far. His fastest option was to reach out for it. It was stuck to him remember, if he walked towards it, it would have moved along with him, meaning it'd still be in the same position. Hence the reason he had no choice but to cross his arm over to the other side.

Kisame covered a whole portion of a forest and you are comparing the size of the roof to the amount of space in that forest. Plus the water kisame summoned was like over 100 m high. Tobirama didn't do anything neat that level.
