Sorry but no he has not master kamui beccause obito already pointed that out

you do realize that he said that before this chapter where kakashi proves him wrong right ? or did you forget that as well as the fact that they are using the same justu but just different aspects of it ? your acting like going in and out of the dimension is two different justu.If he can go one way he can obviously go the other way as well.And if he can send his whole body between dimensions he can also send himself partially in the next dimension.kakashi after battling obito and realizing its one justu has learned to use both aspects.

So no, he has not mastered it.
