No.

8-gates is a generalization referring to the celestial gates as a whole. Kakashi can't actually open 8 gates, he can only open one or two. In his training with Sasuke, we see his brain activate, and the first two gates are located in the brain.

So at a max, Kakashi can use two gates. Not all 8.

I think it would be great if Naruto could pass on a few of his chakra to Kakashi. It would make him some what relevant to the fight. Kakashi is one of those characters who are the most versatile fighters in the Narutoverse. I would love to see what he would do with a extra bit of Chakra.
