He's not related to Toneri though, given The Last movie ended with the Otsutsuki not being able to go to Earth and they have their eyes sealed anyway. He just resembles him in hair color and skin tone.

Tobirama looks a little like this kid:

In terms of eye shape, hair color, facial structure, etc. Only difference is that his hair is spikier than the kid.

And then Suigetsu... well they have the same hair color I guess. xD

Regardless, he's not related to any of these and Kishimoto just took different qualities from various designs to make him. I could definitely see him as a suiton user, like PawsX said, though. He has the look. Bears resemblance to two suiton users and Kishimoto used cool colors for his design.

It'll be cool if we see him. But I don't know if Kishimoto would be willing to show him again in the short 9 chapters left.
