Before talking about his genjutsu skills, i'd like to point out the number of serious fights were we've seen him in
(1) - Kakashi vs Zabuza(first round)
(2) - Kakashi vs Zabuza(second round)
(3) - Kakashi vs Itachi(part1)
(4) - Kakashi vs Itachi(part2)
(5) - Kakashi vs Kakuzu(and Hidan)
(6) - Kakashi vs Pain
(7) - Kakashi vs 7swordsmen
(8) - Kakashi vs Obito(with Paths)
Notice that in half of his fights, he was fighting dojutsu users who had superior Sharingan evolution than his own self(bolded part), so in those fights, using genjutsu would have been useless
Now let's see about the other fights he had against non-dojutsu users
(1) - Kakashi vs Zabuza(first round): Notice that directly before the fight even started, Zabuza quickly used
(2) - Kakashi vs Zabuza(second round): During the second fight though, after noticing his error, Zabuza decided that besides the mist, he would have to fight
(5) - Kakashi vs Kakuzu(and Hidan): Sharingan genjutsu are most of the time used in close range. And we talk about 2 Akatsuki partners working together here with Kakuzu being mostly a long range fighter. Kakuzu even seems to have extensive
(7) - Kakashi vs 7swordsmen: They were fighting in the mist and even after the mist got cleared, the fight was off-panelled. Not only that, but it's not even sure that genjutsu would have really be useful since there is someone in the shadow controlling them by emitting chakra in them
Now i'll like to point out something during the Kakashi vs Itachi fight(part1)
