I'd have to say Kin/Gin. If afternoon tiger can't kill normal Kisame I doubt it can do much damage to a cloaked Kin or Gin. I say Gai probably gets sealed anyway because they have no intel. If Kakashi kamuis one brother the other will for sure go into cloaked form and be too fast to kamui. So I'd say the brothers take this high dif.
