kakashi can solo a bijuu, does this put him in the bijuu tier in the top tiers?

the tailed beast (bijuu) tier you're talking about is below the high kage lvl one in my opinion.

except for Bee and Naruto we haven't really seen any Bijuu/jinchuuriki who didn't get beaten by high kage lvl shinobi like the akatsuki.

To answer your question: Kakashi is deffinitally kage material, wether its mid or high kage lvl is for everyone different

1. He has too concentrate too Kamui big things with a full pool of chakra
2. They have too be sitting ducks for him too do it perfectly. No bijuu will just stay still doing nothing
3. After he used it he was completly out of chakra

There are just so many things wrong with him and Kamui. That is why he never starts the battle with it because just like any other jutsu it can go wrong if not used Correctly at the perfect time.

No, he isn't. Sasuke, Itachi, Madara, and Hashirama can definitely weaken them - kill the tailed beasts at 5 or below I believe - as they are weak against Amatersu.
