He's constantly been one step behind him, until recently, in every arc. Sasuke > Naruto, MS Sasuke > SM Naruto, EMS Sasuke > KCM Naruto, BM Naruto > EMS Sasuke. Honestly, I don't even care who the stronger one is by the end of the manga, likely Naruto, but I find your insane bias annoying.

Until we see more Sasuke vs Naruto fight again, we cant really decide. Imo sasuke is 1 step above naruto in SM, and EMS sasuke is probably equal to BM naruto. But. KAKASHI = BOSS
